What is a Building Permit?

A building permit is a legal document issued by the Office of the Building Official in your city or municipality that authorizes the construction of a building. Under Chapter 3, Sec. 301 of PD 1096, No person, firm or corporation, including any agency of the government is allowed to construct, alter, repair, convert, use, occupy, move, demolish and add any building/structure or any portion thereof or cause the same to be done, without first obtaining a building permit from the Building Official assigned in the place where the subject building/structure is located or to be erected.

Why Do You Need to Secure a Building Permit?

It is compliance with the proper construction of a house or a building following the requirements set by law or the National Building Code. It is required by the law in order to ensure safety and see to it that the architectural plans (including structural, electrical, sanitary and mechanical plans, etc.) are compliant with the National Building Code of the Philippines.

Building Permit Requirements in the Philippines:

These are the general requirements to get your building permit.  If you are not too familiar with the requirements you can freely ask more information on the Office of the Building Official in your city or municipality.

  1. Properly filled-up application forms duly signed and sealed by engineers concerned:
    • Building Permit Forms (5 copies)
    • Electrical Permit Forms (3 copies)
    • Sanitary Permit Forms (3 copies)
  2. Five (7) complete sets of Detailed Plans
    • Seven (7) sets of Plans and duly accomplished application forms with seven (7) sets of specifications, bill of materials and estimate, and construction safety and health plan ((CSHP) signed and sealed by duly registered Civil Engineer or Architect, Master Plumber, Professional Electrical Engineer and Professional Mechanical Engineer on their corresponding discipline.
  3. For construction of two-storey building:
    • Structural Design Analysis – signed and sealed by Civil Engineer at every page
  4. For construction of more than two-storey building:
    • Boring and Plate Load Test
    • Seismic Analysis/ Soil Analysis
  5. Proof of Property
  6. Photocopy of Transfer Certificate of Title (TCT)
  7. Sketch Plan / Vicinity Map
  8. Photocopy of tax Declaration of Property-lot (Certified True Copy) – 5 copies
  9. Photocopy of Current Tax Receipt (5 copies)
  10. If property is not registered under the name of the applicant: (Submit 5 copies of any of the following)
    • Contract of Lease
    • Contract of Sale
    • Affidavit of Consent of the Lot Owner for the construction of building/house
    • Deed of Absolute Sale
  11. Permit Billboard (0.60 X 0.90 Plywood with the following contents
  12. Bill of Materials and Specification (5 copies) – signed and sealed by an engineer or an architect at every page
  13. Clearance
    • Barangay Clearance
    • Locational Clearance from Zoning
    • Fire Safety Evaluation Clearance
  14. Photocopy of PTR # and PRC license of all concerned engineers and architects
  15. Parking plan / analysis, if required
  16. Clearance from the DPWH if the construction is located along National Highway
  17. DOLE Clearance

Additional Clearances from:

  • MIWD (for commercial building with 10 comfort room units and above)
  • City ENRO (for commercial building with 15 comfort room units and above)
  • Heritage Conservation Clearance from the Iloilo City Cultural Heritage Conservation Council (ICCHCC) for heritage buildings / structures
  • High tension wire clearance inspection report (for structures 2-storey and above near a high tension wire/primary lines)
  • Memorial Parks and National Housing authority (NHA) stamp approving such construction on the plans and/or Clearance for building/structures to be constructed under their jurisdiction.
  • For building / structures near or on the vicinity of a creek or Iloilo River – clearance from the Iloilo-Batiano River Development Council (IBRDC) c/o City ENRO (council secretariat)

How to get Building Permit?

SECURING A BUILDING PERMIT: in Iloilo City

  1. Submit duly accomplished forms, plans and all required documents to the City Engineer’s Office, 4th Floor, City Hall Building, for initial evaluation of basic requirements
  2. After verification and compliance of the basic requirements, have documents stamped “Received” by the said office for final and detailed technical evaluation and issuance of order of payment / billing statement
  3. After three (3) working days, secure the order of payment / billing statement together with the returned documents and plans if there are corrections to be made or complied after the final and detailed technical evaluation
  4. Return corrected or complied documents and plans together with the Official Receipt (O.R.) to the said office for issuance of permit
  5. Receive issued documents and plans by the owner / applicant.
